Any change the case of the path is wrong? Unix is case-sensitive.

To check the permissions, log in as your cf user try

ls > /home/sites/www.site.info/web/images/testfile.txt

Should write a file to that directory.

You say that one server is working and the other isn't, are they both
writting to the same directory?
