I wouldn't go so far as to call it black magic. Requests for that file are
automatically handled by the RDS servlet. The RDS servlet is used when you
connect with an RDS client, like Dreamweaver or CF Studio/Homesite+, or when
you use the Java applet filesystem browsers within the CF Administrator. The
file /CFIDE/Main/ide.cfm need not exist for RDS to work - the server simply
detects that URL pattern and automatically routes the request to the RDS
servlet.

If you did have an ide.cfm file (some versions of CF did actually create
one) it would be empty in any case.
