The case is correct, here are the permissions on the facts dir:
drwxr-xr-x    6 root     root         8192 Aug 11 20:08 facts

Here are the permissions on the DocumentRoot directory:
drwxr-xr-x    6 root     root         4096 Aug 10 17:23 html

Apache is running as the apache  user, and JRun4 is running as nobody.
I have other CFM files in that directory, with the same permissions as 
index.cfm has, and most of them display properly.  I do have another 
CFMX7 server setup with the trial license running under RHEL4, and it is 
displaying similar symptoms, but with different files from my RHEL3 
server.  index.cfm works fine on the RHEL4 server, but I have another 
CFM file that is saying file not found when it is actually there with 
all the permissions properly set.  I'm not sure if I'm in chrooted 
environment.  I setup the servers and did not do anything special with 
the installs of apache2 or cfmx.  On the RHEL4 server I did turn off 
SELinux as another post somewhere said that it would cause problems.
