I've gone for a Bluedragon install. BlueDragon 6.2 Server is supported for my 
purposes on  
Red Hat Linux 6.x - 9.x
Apache HTTP Server 1.3.9 - 1.3.29

I got Server version: Apache/1.3.33 Sun Cobalt (Unix)
Maybe that's why though I can access the BlueDragon Server console, 
cfm pages are not being processed on any of the virtual sites,
I didn't make the following links until post installation but using the
built-in-webserver I don't believe the following symbolic links are required:

mkdir –p /usr/local/apache/bin
ln -s /etc/httpd/conf /usr/local/apache/conf
ln -s /var/www/html /usr/local/apache/htdocs
ln -s /etc/httpd/modules /usr/local/apache/libexec
ln -s /etc/httpd/modules /usr/local/apache/modules
ln -s /usr/sbin/httpd /usr/local/apache/bin/httpd"

Question is would an apache upgrade work?
