 Having just reviewed this ticket and ticket #105 as well as all the
 associated comments, I'm convinced by the arguments in favor of #104.  I
 believe the new clarifications capture the original intent of scalar
 coordinate variables as a convenient and natural shortcut and convenience,
 avoiding the proliferation of size 1 dimensions.  Dependencies among
 scalar values are best captured by use of explicit dimensions expressing
 such relationships. In their absence, scalar coordinate variables may be
 assumed to be independent.
