I think for this sort of proposal, it would be very helpful to have a single document with the current proposal described and issues brought up laid out. It would be maintained by the primary proponent (with help, of course) somewhere we could all refer to the latest version. That could be in a private location like a personal gitHub repo, or google docs, or it could be a PR against the main CF doc. And perhaps the doc could be preserved for posterity, similar to the “enhancement proposals” employed by Python, numpy, and other open source projects.
