I suggest rewriting the start in a different order:

Yes, I see what you mean. Maybe, "it is assumed that the coordinate value 
increases by exactly 60 seconds from the start of any minute." That sounds more 
definitely a statement about the numerical value, I think.

I'm sure the version number will be updated when the next version is made.
