 Now that things are clearly getting serious, I would suggest to

1.  Avoid any comment about "synchronization" with the civil calendar (which I 
think already is recognized in

  as possibly leading to controversy).  I think without leap seconds, it is 
impossible to fully synchronize the CF Gregorian calendar with our actual 
calendar; they may become out of sync by seconds.
2.  Put off creating a term like 'leap second ignorant counting' until it might 
be needed.

I'll review the wording once the final proposal is in place, but I think most 
of the text suggested above is really quite good.
