I used to have the same problem, I got to know from a colleague that it can be
fixed by changing this in the xml file.
cfusion\charting\styles\default.xml
<xAxis>
<labelStyle isHideOverlapped="false" orientation="Horizontal"/>
<titleStyle font="Arial-12-bold" isMultiline="false"/>
</xAxis>
isHideOverlapped="false" is true by default.
