It goes in the spool folder to help ease the pressure on the mail server.
Say you had 100k emails to send out sending that to the mail severe all at
once would be bad so it sits in a que CF passes the mail to the mail server
slowly.  In

But your right 3 hours is a long time for mail to arrive but if the spool is
set low then it upto the mail server to control how long the mail sits
before being delivered.

it seems on my localhost that in the cf admin in Mail, I see the  
"mail spool settings, have a spool Interval(seconds) with a text box.  
Mine is set to 15(which would be in seconds).
When I run this code, the first user gets delivered, but the other  
two goes in the spool mail in the cf admin(thanks to ray camden for  
this). Does the 15 seconds mean that every 15 seconds it will try to  
send the mail?
Why does it end up in the spool to begin with?
