Okay.  CF Administrator is back.

Also, I followed 'exactly' the instructions that Misha gave me (Thank you, 
Misha).  I can open in DW w/F12, but I'm still getting the same 'This will 
update file on testing server' pop-up. I then tried to open in IE aper the 
instructions, and got the famous 500 error.

Any other thoughts?
Any and all suggestions will be greatfully received.

Try unistall, reboot then reinstall.

After the install completes do you get to the section where the
installer opens your broswer at http://127.0.0.1/cfide/administrator
