CF Server will run on Personal Web Server on Win98.
- Important - Make sure that your PWS is running
I've found that on some machines PWS does not start on startup.
- Install with examples for testing
- Add your default doc (index.cfm) to Default Documents
- read allaire doc on registering iscf.dll
(they are for CF3.1/IIS4 but could help)

if nothing else works, perhaps a full clean CFServer reinstall (extreme)
- run uninstall (got backups? .. should be ok if you're careful)
- backup and delete c:\cfusion (if uninstall did not)
- export and delete CF Server Registry HKeys
(HKLM/software/allaire/ColdFusion)
- reboot
- install
