Are you intending that your users will have the option to use the either web
app or the desktop app (or both)?
Scenario:
I make a change (at work) on the desktop app and go home for lunch
Oops, I want to double check the change. Go on-line and look at app through web to
see my changes. I made one modification on-line.
Someone back at the office needs to see my change in real-time when accessing
the desktop app...
Is this the type of thing you are trying to accomplish? As much as I hate to say
it, your best bet might be writing some form of synchronization script, perhaps
something that runs once a day, all automated like?
Without knowing the nature of the apps I don't know how in sync you need
your information to be.

CFX hosting will let you have RDS, but they will not take kindly to you using
their shared production servers for development. If you work out some kind of
collocation deal I doubt any host will care if you have RDS working or not, after
all, it's your machine.
I have been pleased with the CFX support, but they don't offer it 24/7 so when
I'm actually working on New Years Eve and (all of a sudden) the server crashes
and comes back up, removing my 'write' access to my directory, I had to wait
two days before anyone was there to fix it.
