I'm fairly sure that Allaire will only sell to the public for the prices
listed on their site, i.e., full retail.
Allaire used to allow authorized resellers to purchase directly from them at
a 20% discount. They discontinued this last year and now require reseller
partners to purchase from one of their distributor partners (e.g., Ingram
Micro) at a much smaller discount. This means resellers have less wiggle
room to discount their prices. For example, I'm no longer a reseller
partner, but I still carry Allaire software on my site (for a slight
discount). You might be better off going to one of the big software
discounters like buy.com - they used to sell below wholesale, don't know if
they still do.

To my knowledge, there is no such thing as a strictly development license
for Allaire products. There are a couple of options, though. Purchase CF
Studio for your development - this comes with a single-user version of CF
Server Enterprise version that you can use to do your development. You might
also consider signing up as a partner which will get you NFR copies of all
Allaire software. The license for partners says we can use the NFR software
for development only (and to demo to customers), so I guess you could
consider that a development license.

Depends on whether you already have Win2k or NT, either will work. If you
don't have either, I would recommend starting with Win2k.
