Two reasons,
1. For our needs (just the Intranet) Spectra was way over kill and had a
learning curve associated with it, whereas Empower is relatively
straightforward.
2. Price :-)

for those of you using empower? Why did you end up using that instead of
spectra? Just curious?

We use Empower by Ektron (www.ektron.com) for our intranet. It's pretty
slick. You might want to take a look.

Subject: OT: content management, spectra etc...
Hey there folks. Sorry for the OT topic but I thought this might be one of
the best places too look for advice on this. I am in serious need of a
content management solution. I have done some checking into Allaire Spectra
and some other tools. What I was wondering is if anyone knows of any other
products out there that would be better to use than spectra and are in the
same price range. Someone I know mentioned something called hotspot? anyone
know of it?
My main goal is to have a development server setup where people can flag
items as good to go and have them sent to the actual production server in a
secure fashion. Something that has both an easy user interface for my
content folks and the ability for my CFer's to use is a must.
Many thanks!!!
Curt
