You probably don't have enough RAM in your server. Uploads require 4-5x the
base file size in Physical RAM.
Wouldn't hurt if you had a RAID set up and a fast processor as the RAM
balloon occurs when the file upload is near completion. The faster you can
write the file to disk the faster the RAM will be freed up...although there
seems to be some delay unless you hit error 1450.
To Test, watch your performance monitor as the file is near the end of the
upload. Once the physical ram available falls under 1 Mb, that's when the
error is most likely to occur.

512 MB Ram modules have fallen below $200. 256 Mb modules are closing in on
$60. Unlike a year ago, it's a fairly cheap solution to a big problem.
