I'm sorry, but I wasn't very clear on what I am trying to achieve. I am trying to
"programatically" access these counter values to build custom "performance monitor"
reports in a web-based report.
Is anyone aware of an API/COM that can be used to access this information?

Just go to:
Start - Programs - Administrative Tools(Common) - Performance Counters.
Then check out some of these sites:

The first one is probably the best, but all have some great info. What I
like to do is start a Performance Monitor log going and run it for about a
week at a time. During the week I try to note the times problems, i.e. slow
downs, errors etc happen, and then open up the log in Perfmon and see what
was going on at those time.
