Here is what MS says to do to deal with a 2140 error:
Note The following are some basic steps. The 2140 message is a generic
Windows NT Server error that, in itself, means only that a requested action
could not be completed. It usually indicates that the requested service is
not configured properly and/or is attempting to interact with the system
improperly.
Verify that the computer is configured to have a HOST name on the DNS tab of
the TCP/IP Properties dialog box (found in the Network Control Panel).
Verify that there is either a valid DNS Server, a HOSTS file, or an LMHOSTS
file.
Verify that messages can be forwarded to an IP address. (For example, is
there a sendmail daemon running somewhere?)
Make sure that the Internet Mail Connector (IMC) has not been
"over-configured" with unneeded information.
Make sure that the IMC administrator mailbox has an X.400 address.
Verify that the Queue.dat file is neither read-only nor corrupted. If it is
corrupted, delete it and try to restart the IMC again.

After A reboot I am getting a Error: 2140 internal windows error when trying
to start the CF Application Server. I am running NT 4 sp6. I have an Admin
account logging in for now as the cf service and it still won't start????
