Not sure about IIS, but an easy (and fast) way to backup CF settings is to go to 
Regedit and backup the CF registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Allaire\ColdFusion\CurrentVersion
backs up all settings, CF datasource info, etc.

(run Regedit, select the key, menu "Registry" / "Export Registry File", saves as a 
.reg file, which can be imported just by running it.)

ODBC datasources are in HKEY_LOCAL_MACHINE\SOFTWARE\ODBC\ODBC.INI
