Check the services control panel and make sure that the CF service has
started.
Make sure you install all of the hotfixes and security updates as well, MS
has released some cumulative hotfixes that should cover all of them.

After installing Option Pack 4 you should reinstall Service Pack 6a
because some SP6a components get overwritten with old versions from the
option pack, which leads to serious security problems.
