This is coming from left field, but it is something that has happened to me. CFServer could be choking on an email. For whatever reason, CFServer attempts to sweep the email from the spool directory and will not send it, let go of it (you have to stop CF in order to delete it), nor will it copy it to the undelivr folder. I had a 2 processor server run a constant 50% CPU utilization.
