No, this doesn't have anything to do with Advanced Security. In the Basic Security section of CF Administrator, you'll notice an "unsecured tags" directory entry. Normally, this points to the directory containing the CF Administrator itself, because it needs to be able to run the CFADMINSECURITY and CFREGISTRY tags itself to do its job. Whereever the directory entry points, any code within that directory will bypass the Basic Security tag limitations you may set.
