When I go in CF Administrator, I don't have that. There are basically three
sections:
-Use a ColdFusion Administration Password
(a checkbox which is checked, and our password)
- Use a ColdFusion Studio Password
(another  checked checkbox, and our password)
- Tag Restrictions
(and a list of tags to allow).

I'm using CF Server 4, 0, 1, 0 Professional.

| No, this doesn't have anything to do with Advanced Security. In the Basic
| Security section of CF Administrator, you'll notice an "unsecured tags"
| directory entry. Normally, this points to the directory containing the CF
| Administrator itself, because it needs to be able to run the
CFADMINSECURITY
| and CFREGISTRY tags itself to do its job. Whereever the directory entry
| points, any code within that directory will bypass the Basic Security tag
| limitations you may set.
