You led me in the right direction -  I discovered the problem.

the drive that contains the webs, must have SYSTEM permissions, which I had
overlooked.

it is working now.  and thank you very much.

I saw that this weekend in a R.H71 server.  What I found was if I allowed it
to be owned by nobody, things worked fine. If I owned it during the install
to another user (say like coldfusion) it would gack. The only fix I came up
with was to reinstall and allow it to run as nobody. Don't know if this will
help, but it might at least point you in the direction  to look.
Your milage may vary....
