Our problem was exactly this:

When trying to access the CF MX admin using IE 6.0 on the *same* machine
as the MX install *and* with the Norton AV toolbar running in the
browser...the admin doesn't respond. If you unload the Norton AV browser
toolbar (you can leave Norton running in the sys tray) the admin
responds just fine.

For us, this is completely reproducible.

I just came across this thread but am having the same problem. I'm using
Norton AV & firewall on w2kpro/IIS. I've checked that all CF files are
using Jrun for parsing but I'm having no joy.

Are you by any chance using Akamai?  We've had issues where directories
excluded from the akamizer would cause a page not found error, and
completely crash IIS.

It's a shot in the dark, but if you have it, don't exclude the
directories and it might fix the problem.
