I use a program I wrote that will export the web information from IIS, create a vbs script for each Web site. The scripts can be used to create the site on another IIS install. That's the cleanest way I know how. You can't import the metabase from one server to another. The IIS stuff isn't only in the metabase, it's also in the registry. My script doesn't export any virtual dirs or anything just the webs, hostheaders, root path, enough informatio to create the site in IIS.
