My server with Win2k Adv Server, IIS5.0 & CF 5.0 is only reporting a CPU
usage of 3% or less.

That last hop seems to be the bottleneck, perhaps requiring a wiring check
at
the ISP where the server is located.

Is your server getting regular disk cleanup and defrags?
