Knowing I will get flamed for this, but here is my suggestion for the project
you describe.

1. Hardware: A DELL 8200 1.4 GHz or faster CPU, 1 GIG RAM (ECC type) (2 GIG
would be overkill) with their 400 MHz bus. A RAID 5 ATA100 IDE drive set up.
This should come in under $2500.00 at current pricing.
--I think that RAID5 is a bit much for something that seems to be non-mission
critical. Based on the description offered about what this will have to do, RAID5
isn't an absolute necessity (but really fun to play with!). I agree that a desktop
machine will do as good as a server if you're not hammering it too hard.

2. Software: Windows 2000 Advanced Server, SP3 IIS 5.0, CF 5.0 Server. and Imail
7.0 for mail server, You can use SQL2000 database, or the open source MySQL
4.0 (free) It will also support PHP, Perl, and a myriad of other things.
--Advanced Server works. Might be a bit pricey if you can get away with the regular
Server variety. I shy away from SQL Server (I'm an Oracle and MySQL man myself), and
if you're worried about budget, you can't beat MySQL on price (MySQL AB does offer
commercial support contracts for those who don't like non-supported "free" software).
For a web server, I would go with Apache. I've already addressed some issues with it,
but I think it is a more secure product than IIS (assuming you keep up with it).

If you're really looking for something that will sort of gel together and work like
Windows always works, then go with a fully MS box. But you can't go wrong with other
products (like the alternatives mentioned above).

FWIW,
-lincoln
