Well, I set the boolean variables in neo-security.xml to 'false', and
restarted. Unfortunately, the result is that now I can't even get into
CF Administrator?!?! 
Even if I set the variables back to 'true' and restart, it still
doesn't work.
All I get is the same old java.io.FilePermission for
C:\Inetpub\wwwroot\CFIDE\administrator\include\udflibrary.cfm
