Windows 2000 Pro Server IIS 5, CF MX update 3

This one is very strange.

We host  50+ web sites on one server using the same IP address and 
specifying headers in the configuration for each web site so that IIS 
serves from the correct directory based on the header in the request.  One 
of the web sites, let's call it site A, has much more traffic than the 
rest.  Occasionally, when a CF file is requested from a different web site 
that has the same file name as a CF file on Site A, the server will deliver 
the file from site A instead.  All of the web sites are configured with the 
selected IP address (not all unassigned) and all have their headers 
specified correctly.

Has any one else seen this happening?  Any one know what is wrong?
