Set the "no access" directory permissions.

First, make a new user (coldfusion_user) and assign that user to the
CF service. Then set the directories you do not want anyone messing
around in to:

IUSR_machinename: NO ACCESS
coldfusionuser: NO ACCESS

You can set your c: to these permissions as well.
