Thanks, I gave that a try but it does not seem to have been a factor.

The problem came down to be windows file and directory permissions.  We had set up our ColdFusion services to run under a specific user account so that we can allow and control access to network resources such as network drives in our CF web applications and other reasons.  This user did not have local admin permission and that seems to be a factor.  When we added this ColdFusion user to the local admins group everything cleared up.  I would be interested to know if this is documented anywhere because I believe this is a fairly common practice to set up the ColdFusion Service to run under a specific account.

Thanks for all the help.
