For those who might care the problem is that in my production environment
the directory to store the index is on an NFS mount.  Verity tries to use
flock to lock the file and that is not possible on an NFS mount.  Have
installed the latest patches just to be sure and still no joy.

No problem.  I really think this is a configuration issue because of what I
described in my other e-mail.  Works in DEV, not in PROD.  Turns out there
is a classpath difference and a slight difference in the OS version as well.
