Yes, generally, although this varies across versions of CF. CF 4.0.x didn't do this at all - it would retain any memory it used (which isn't necessarily a bad thing if you expect it to need that memory again in the future anyway, since memory acquisition is relatively expensive). CFMX uses the garbage collection functionality provided by the JVM, which is tunable within jvm.config.
