A WAR needs the CF runtime. A CAR (ColdFusion ARchive) does not need it.

Nitpick: a properly packaged CF 7.01 WAR is only 54 MB.

Actually, I don't understand this desire. You either deploy multiple
instances and when you can spend a few hundred MB RAM on each it seems
silly to worry about 70 MB of diskspace, or you deploy them in one
instance and then you can package multiple applications in one WAR
file.
