can I ask the most obvious question? Why do you have to set the machine to
local time? If you want to be keyed to the Eastern time zone, then why not
just lie to it and tell it is in the Eastern time zone and let it switch
between EDT and EST like the rest of the Eastern time zone? Or, if you want
to be always one hour behind (from the Eastern time zone's standpoint), then
set it to CDT/CST :)

Just because the milk cows (or, their farmers) need to be on a non-changing
time zone doesn't mean the server does ! :)
