I should have mentioned straight away that I had already tried all the
obvious things, like BReak tags, DIV tags, and the like.  They didn't work.
Now, thanks to David Rice, I know that <BR CLEAR="ALL"> gives me the desired
result.  Without the CLEAR specification, it doesn't work.  Also, if you
just don't specify the alignment on the first table (letting it default to
LEFT), the problem goes away.  It looks like I just happened to stumble
across a non-intuitive behavior which was built into HTML.  Thanks for your
response, tho.
