MSIE 4.01

Iassing the following in a QueryString:
QSTRING: ID=1&career=8,10,12,28,31,33,41&region=2&keyword=none

ege converts the &region into �FFFFAEion  taking the &reg and seeing it as a 
specharacter.  This is only happening in MSIE 4.01.  Anyone have any insight ts 
problem.
