When I would start the service manually, it would fail with the same type 2 error the first attempt and then works the second time!
Actually, After I made registry edits to the cfmx properties (but only the wwwroot related entries) the problem has disappeared and the service starts at startup without any errors. I am not sure that these two things are related, but immediately after edting the registry settings and rebooting the problem went away.
