That file is in my CFusion\Bin\ folder (on a CF5 installation).  Not sure why you 
don't see it there.

At any rate, it's not a path problem as the cfserver.exe should be in the same folder 
and should look there first for
the DLL.

I'm not sure when that DLL was introduced in ColdFusion (we have a CF4 box and that 
DLL is not there).
