I couldn't figure out how to configure the "server debug" embedded browser
to use Mozilla. However, you can easily set up the "primary" external
browser selection to Mozilla in the Preferences dialog under the Edit menu,
under "Preview in Browser".

Dreamweaver appears to use Internet Explorer for the embedded browser, as
far as I can tell.
