The problem you're having is probably a limitation of the paragraphFormat() function. It's extremely limited in it's intelligence. Basically what it does is looks for two consecutive linebreaks and adds a <p> tag there. It doesn't do anything else. No bolds, no lists, etc. If the text you entered was just lines with single returns, then it can't tell it's a new line and doesn't do anything.
In one case, I have seen a copy/paste from MS Word with what appeared to be double returns between paragraphs, but it still ran everything together when processed through paragraphFormat(). Opening the copied text and looking at the invisible characters showed that there was a linebreak a tab and then a linebreak.
