Actually Java 1.4 is *supposed* to ship in Mac OS X 10.2 (Jaguar) which was
released about a week ago. I haven't checked it out my self yet, still
waiting for our copy in the mail.

That's just it. Mac users didn't even have access to JDK 1.3 until
recently. It is not a matter of what comes pre-installed; it is a matter
of what is available. JDK 1.4 for Mac users is simply not available.
