First install Cygwin, then PostgreSQL for Windows. (I would not run 
production on that BTW, but any Linux/BSD/Unix should be fine.)

The Windows native port of PostgreSQL is under way, I am currently 
running the Beta 3 and I think it is looking good. But I am not sure on 
the timeframe of the Windows port because the main PostgreSQL branch is 
currently in feature freeze in anticipation of version 7.3.
