This is what we need to know:
- what database
- how was the data inserted into the database (charset)
- what database driver
- what fieldtypes
- which of the following are used and in which way:
- cfcontent
- cfprocessingdirective
- setEncoding()
- what charset is your content supposed to be
- what locale are the servers
