Initially it was an upgrade - now I've wiped the old version 4.5 off (client had it) and have tried a number of times from scratch. I have a feeling that if I could get beyond the "Error 1303 : The Installer has insufficient privileges to access this directory" when installing the CFIDE. I'm going to take a second look at their server when I go over there tomorrow to double check and make sure there are no weird permissions, but I checked last time and didn't see any.
