Dan, There may be something down to presidential appointees, but I wouldn't know where to find it. If you want to drive down to the Senior Executive Service Staff or lower then I doubt you'll find a comprehensive list of employees. I think you'd pretty much have to approach each federal agency. There is no single union of federal employees that you might approach.
