I'm sorry, but that is not an accepted definition of the term parser. All a parser does is read a sequence of lexical tokens and create a data structure based on them. Simply taking a .cfm and turning it into a data structure is not enough to implement the language's semantics. You also need to take that data structure and interpret it.
If you are looking to classify BlueDragon with a single term then Application Server is most appropriate. However, even that isn't altogether accurate as BlueDragon like CFMX is actually just an application implemented on top of a J2EE server.
