Well, on a lark I decided to install the entire DevKit on the server.
(Previously, I'd simply used REGSVR32.EXE on AuthCtl.ocx to register the
control as the documentation suggested I could.)

Now all seems to be working.

I don't think I've ever seen lousier documentation for such expensive
software. If it wasn't a corporate mandate I would have dumped it long ago.
But (surprise!) it was the cheapest solution available.
