Yes... there's a command line utility you can use to create and modify dns zones in Windows. Unfortunately I can not remember what the heck the name is. My brain is kinda mushy after a long day of fighting with a computer that didn't want to behave... but that's another story.
Try looking for something like "Windows DNS command line utility" on Google.
